PAGCOR has acknowledged delays in processing applications for its player exclusion and banning program, a safeguard used by people who want to block their own access to gaming venues and by eligible family members seeking protection for a relative.

The regulator posted the advisory on September 1, 2026. It is a short notice, but it matters because an exclusion request is time-sensitive: someone asking for help needs to know whether the restriction has already taken effect.

What PAGCOR confirmed

The advisory makes four points:

  • PAGCOR apologized for delays in processing exclusion and banning applications.
  • Pending applications are being attended to, subject to verification.
  • The agency is upgrading systems and procedures to improve speed and efficiency.
  • Its National Problem Gambling Helpline is available 24 hours a day, seven days a week at (02) 8248-9568, with assistance in English and Filipino.

The notice does not say that the exclusion program has stopped. It says there is a processing backlog and that applications still require verification.

Why the distinction matters

Submitting an application and receiving confirmation that an exclusion order is active are not necessarily the same moment.

The advisory does not specify a new guaranteed processing time. Applicants should therefore avoid assuming that a restriction has already been activated simply because documents were sent. Keep copies of the application, attachments, delivery receipt, email and any reply or reference number.

If there is no confirmation, contact PAGCOR through its official Responsible Gaming channels and ask for the current status. If immediate access control is needed, the applicant or family can also contact the relevant licensed venue and ask what temporary help it can provide while the national application is being verified.

How the exclusion program works

PAGCOR's current Responsible Gaming information describes two main routes.

Self-exclusion

A player can request to be barred for six months, one year or five years. PAGCOR states that the first six months of a self-exclusion period are irrevocable.

Family exclusion

An eligible spouse, parent or adult child can apply in relation to a family member. PAGCOR lists periods of six months, one year or three years and requires documents establishing identity and the family relationship.

The regulator says approved exclusion orders apply across gaming sites licensed and operated by PAGCOR. Requirements can change, so applicants should use the latest forms and checklist on PAGCOR's official Responsible Gaming page rather than relying on an old downloaded copy.

What applicants should do now

  • Check that every required field is complete and every supporting document is included.
  • Save a full copy of the submission and proof of delivery.
  • Record the date, method of submission and any reference number.
  • Follow up through official PAGCOR channels if no confirmation arrives.
  • Treat the restriction as pending until its status is confirmed.

A family member helping with an application should preserve the applicant's privacy. Sensitive identity documents should be sent only through the official method identified by PAGCOR, not through social-media messages or an unverified intermediary.

What the advisory does not tell us

PAGCOR did not publish the size of the backlog, an average waiting time or a completion date for the system upgrade. It also did not announce an automatic temporary restriction for every pending applicant.

Those missing details are important. A future update should ideally tell applicants when verification begins, how status can be tracked and what interim protection is available.

DIP's view

An exclusion system is most useful at the moment a player decides to step away. Administrative verification is necessary, but uncertainty can weaken the protection during its most important window.

PAGCOR's public acknowledgment is better than silence. The next step should be a simple status-tracking process and clear interim guidance for applicants waiting for confirmation. Until then, players and families should document every step, follow up directly and use the helpline when support is needed.
